The situation in Belarus is getting worse by the day. The events of the last week show: that the crackdown on the media seeks to eliminate any independent reporting; that the number of recognized political prisoners reached 421 and counting; that the regime wants to deprive Belarusians of the right to vote; and that Lukashenka is a threat to international peace and security.

Lukashenka is converting our country into a failing lawless state without legitimacy of the authorities inside and with non-recognition outside. His terrorist actions put the lives of Belarusians and foreign citizens in danger. With the air travel cancelled and ground borders closed, Belarusians are hostages in the concentration camp at the national scale by the occupation regime of Lukashenka.

We call on the international community to ensure that its response is not limited to the Ryanair flight incident. The measures should be comprehensive, practical and consistent to address the crisis in its entirety, or we all will face such incidents again.

We welcome the announcement that US President Joe Biden will discuss the crisis in Belarus with President of Russia Vladimir Putin in Geneva on June 16. We call to make sure that the parties to these talks respect the independence and sovereignty of Belarus and seek to help resolve the crisis.

Political pressure measures should include initiating an international high-level conference on the resolution of the crisis in Belarus, creation of Belarusian groups in national parliaments. We appeal that the US, EU, UK, and Canada and other like-minded states communicate clearly that agreements or contracts concluded with an illegitimate Lukashenka will not be recognized as legal.

Economic pressure steps should include denial of any financial support to governmental requests and non-engagement of IFIs, a refusal to make new foreign investments in Belarus and new credit lines to Belarusian banks, expanded sanctions against perpetrators of repressions and financiers of the regime, a ban on exports to Belarus of goods and service that could be used for oppression.

Solidarity measures should include increased support for Belarusian civil society and a contingency package for Belarusian independent media, programs to provide rehabilitation to the repressed and their families.

We are sure that with the solidarity and effective measures of the international community Belarusians will manage to resolve their own crisis in Belarus.

Ситуация в Беларуси ухудшается с каждым днем: режим все больше преследует независимых журналистов и блогеров, в стране уже больше 440 человек признаны политзаключенными (а реальных политзаключенных в разы больше), репрессии только нарастают. Власть в Беларуси захвачена нелегитимным диктатором, которого не признают в другие страны, а сам Лукашенко стал угрозой не только для беларусов, но и для всего мира. При закрытой наземной границе и отмене авиаперелетов беларусы становятся узниками концентрационного лагеря, в который превращается наша страна при оккупационном режиме Лукашенко.

Мы призываем международное сообщество заставить Лукашенко ответить не только за захват самолета и похищение Романа Протасевича и Софьи Сапеги, но и за все его преступления; принять комплексные и эффективные меры, чтобы исключить повторения таких ситуаций в будущем.

Демократические силы приветствуют готовность президента США Джо Байдена и президента России Владимира Путина обсудить 16 июня кризис в Беларуси, а также настаивают на том, чтобы такие переговоры строились на уважении к независимости и суверенитету Беларуси.

Мы уверены, что при солидарности и эффективных мерах со стороны мирового сообщества беларусы смогут найти пути разрешения глубокого политического кризиса в своей стране.
